●IPネットワーク技術を活かした地域防災への取り組みTOAは全国の自治体などと共同で「防災情報伝達システム」の導入を開始しています。市民の安全を守るため、行政拠点・公共施設・一般住宅を光回線で結んだ地域イントラネットを活用し、緊急地震速報やさまざまな災害警報の告知放送を行って地域防災に取り組んでいます。学校や公共施設などにTOAのIP告知放送端末を設置し、施設内および施設周辺へ告知放送を行います。さらに、告知放送で広範囲の地域をカバーするだけでなく、個々の住宅内にもIP告知端末を効果的に設置し、屋外放送の難聴取エリアを解消しています。明瞭で確実に防災放送を伝えることで、より多くの住民に避難を呼びかけられるなど、新たな技術を活かして地域防災に貢献しています。●演劇で防災 〜命を守る音〜Theatrical Disaster Prevention — Sounds That Protect People’s LivesIn order to increase people’s awareness of disaster prevention, TOA is carrying out study programs for “Theatrical Disaster Prevention” in collaboration with the Fringe Theater Project, a non-profit organization. In this program, children and theatrical group members discuss the issues of disaster prevention and using ideas collected from each event they actually make a script by themselves and perform a drama based on the script. Fiscal year 2007 saw a drama titled “Sounds That Protect People’s Lives,” and performed under the themes of “Emergency Fire Evacuation Broadcast Alarm” and “Emergency Quake Information Alarm.” For the alarm tones used in the drama, TOA provided actual emergency signal tones, bringing about a study effect adapted to actual procedures. Teachers at the schools which experienced this program are of the opinion that it is much more effective than a hundred fire evacuation drills. ●丹波の森国際音楽祭「シューベルティアーデたんば」クラシック音楽をもっと身近に感じてもらうことを目的に、兵庫県丹波地方でシューベルトの楽曲をテーマにした音楽祭が地域のボランティアスタッフの手で毎秋開催されています。14年目を迎える2008年度もTOAは音楽機材の無償付与、技術スタッフの派遣など、TOAの特色を活かして運営に協力しました。1シーズン約20回も開かれる公演のなかでも最大の特徴である「街角コンサート」では、クラシックの常識を覆し、神社、田んぼ、森の中など地域の特色をいかした一風変わった場所での公演を行います。そこでは大勢の街の人たちが普段着のまま音楽を楽しんでいました。“Schubertiade Tamba” Tamba no Mori International Music FestivalTo bring classical music closer to local residents, volunteer staff from the Tamba area in Hyogo Prefecture put on a music festival every autumn under the theme of Shubertiade. For the 14th event held in 2008, TOA collaborated in management in the best way possible by supplying audio equipment free of charge and providing technical engineers to operate it. The “Community Space Concert” that culminates the roughly twenty performances given in a season is staged in a slightly odd location for performing classical music concerts which takes advantage of the geographical features of the area, such as a shrine, field or forest. To protect public safety, using a local intranet linked to government administrative bases, public facilities and general houses via fiber-optic cable, we are tackling the issues of regional disaster prevention through local broadcasts of emergency earthquake information and many other disaster warning announcements. Through the installation of TOA’s IP local broadcasting terminals in schools, public facilities and other locations, we make local broadcasts both inside facilities and to their surrounding areas. Further, by effectively installing IP receiving terminals in individual houses, we can not only cover wider areas, but also help eliminate areas that have difficulty in receiving outdoor broadcasts. Our new technologies have thus contributed to greater regional disaster prevention since it is possible to instruct more inhabitants on evacuation procedures by broadcasting clearly and surely disaster prevention announcements. 08
